The National Assembly adopted the Budget for 2017 and the Program of Economic Reforms for the period 2017-2019

The National Assembly of the Republic of Srpska adopted last night at the 21st Special Session the Budget for 2017 and the Law on budget execution for 2017.

The National Assembly adopted the Program of economic reforms for the period 2017-2019, the document that replaces the current economic policy document.
The total planned budget funds of the Republic of Srpska budget for 2017 amounted to 3,200.0 million, which represents an increase of 73.0 million, or 2.3% compared to the funds planned in the budget for 2016.
14 amendments were accepted,  proposed by the caucuses of SNSD, DNS, SP, SDS-K and independent MP Ilija Stevančević, and they have become an integral part of the Budget. The amendments, among other things, increased allocations for the University of Banja Luka and East Sarajevo, for the financing of student organizations, the ongoing maintenance of the embankment, the competition of clubs in leagues of the Republic of Srpska.
The National Assembly also adopted the Conclusion of the Committee for the War veteran's protection, which obliges the government to issue a decree onproviding with houses families of killed soldiers and war invalids of the first to the fourth category.
Law on execution of the Budget of the Republic of Srpska for 2017 defined the total expenditure budget users, including expenditure on debt service. The adoption of this law aims to establish the rights and obligations of the Republic of Srpska Budget execution for 2017, and the kind of allocation of resources to users.

After unified debate, MPs adopted the Law amending the Law on salaries of employees in the administrative bodies of the Republic of Srpska, the Law on amending the Law on salaries of employees in the field of Education and Culture of the Republic of Srpska, the Law amending the Law on salaries of employees in judicial institutions of the Republic of Srpska, the Law amending the Law on salaries of the employees in the Ministry of Interior of the Republic of Srpska, the Law amending the Law on salaries of employees in public institutions in the health sector of the Republic of Srpska, the Law amending the Law on salaries of employees in public services of the Republic of Srpska.

According to these laws, the base salary increases for each year of service by 0.3 percent under the age of 25 years of service, and for more than 25 years base salary increases for each year of service by 0.5 percent.

The remaining agenda items for 21st  Special Session, which will be continued on Tuesday, December 27, at 10 am, are:

• Proposal of the Law on Banks of the Republic of Srpska - under urgent procedure;
• Bill amending the Law on Banking Agency of the Republic of Srpska - under urgent procedure;
• Bill amending the Law on Profit Tax - under urgent procedure
• Draft Law on the Termination of the special contribution of solidarity -- under urgent procedure;
• Bill amending the Law on Securities Market - under urgent procedure -;
• Draft Law on the tax system of the Republic of Srpska;
• Proposal of Decision on long-term indebtedness of the Republic of Srpska in 2017;
• Proposal of Decision on short-term indebtedness of the Republic of Srpska issue of treasury bills for the year 2017;
• Proposal of Decision on acceptance of the Republic of Srpska debt to the European Investment Bank for additional funding after the project hospital / B in the Republic of Srpska (FIN 31.526 BA).
