The National Assembly of the Republic of Srpska is a legislative body within the structure of power in the Republic of Srpska. It represents the central institution of the parliamentary structure of the Republic of Srpska, conducting normative, control, regulatory and elective functions falling under its competence, in that way providing democratic system and securing the rule of modern democracy in the Republic of Srpska. The National Assembly of the Republic of Srpska commences its work on 24 October, 1991 as the Assembly of the Serbian People of Bosnia and Herzegovina, with the administrative seat in Sarajevo. During the hard war time, and due to safety reasons, the National Assembly changes its seat and functions in Pale. From 1998 until today, the administrative seat of the National Assembly of the Republic of Srpska is located in Banja Luka.

In accordance to human rights, established international-legal principles as well as to the principles and rules of the constitutional arrangement, on 9 January, 1992 the National Assembly of the Republic of Srpska brings the Declaration on the Republic of Serbian People of Bosnia and Herzegovina, providing legal power, legal security, legality and legitimacy of the Republic of Srpska, as defined by the Constitution, adopted on 28 February, 1992.

Upon the cease of fire following the signature of the Dayton Peace Agreement in 1995, the National Assembly of the Republic of Srpska takes over the primary responsibility for implementation of a normative legal reconstruction, and as a legislative body it directly leads and implements the reforms of the legal system which the Republic of Srpska passes through in the post-war years.

The structure of the National Assembly of the Republic of Srpska, in accordance to modern parliamentary principles, is composed of eighty three (83) deputies, elected by the people at direct parliamentary elections. Until 2002 the deputies in the National Assembly of the Republic of Srpska were elected for a mandate which lasted two years, and from 2002, in accordance to a new legal regulation, they are elected for a mandate lasting four years.

Until now the National Assembly of the Republic of Srpska had been constituted in nine assemblies:

  • Third Assembly (27 December 1997 to 19 October 1998 - election of 14 September 1997)
