President ČubriloviĆ and Ambassador Field about the failure to form the Council of Ministers

The President of the National Assembly of the Republic of Srpska Nedeljko Cubrilovic spoke today in Banja Luka with the Ambassador of the United Kingdom of Great Britain and Northern Ireland to Bosnia and Herzegovina, Matthew Field.

President Cubrilovic emphasized that the National Assembly of the Republic of Srpska is committed to European integration and enacts laws that are, in most cases, aligned with the European acquis.

He emphasized that from the very beginning of the European integration process, the National Assembly of the Republic of Srpska was actively involved and that, as the highest legislative body, it was committed to reform processes, progress and creating conditions for a better future, respecting the rule of law, the Republic of Srpska Constitution and the Constitution of BiH.

President Cubrilovic pointed out that, in democratic states, it is inconceivable that, a year after the elections, legitimate authorities at the level of joint bodies in Bosnia and Herzegovina have not yet been formed.

President Cubrilovic said there was no reasonable reason to condition the formation of a new Council of Ministers of BiH. He emphasized that the joint authorities at the BiH level should reflect the interest of the winning political parties in the Republic of Srpska and in the Federation of Bosnia and Herzegovina.

Speaking about the exclusion of the death penalty from the Constitution of the Republic of Srpska, President Cubrilovic said that the death penalty does not exist in criminal legislation and in practice, and that the decision of the Constitutional Court of BiH was expected.

He emphasized that the National Assembly of Republic of Srpska abolished the death penalty in 2007 by adopting amendments to the Constitution, but that the Bosniak Club in the Council of Peoples then blocked the entry into force of the amendments.

President Cubrilovic and British Ambassador Matthew Field also exchanged views on other current issues and political processes.
