21st Special Session of the National Assembly on Thursday, December 22 at 10 am

The Collegium of the National Assembly determined today the term for 21st  Special Session on Thursday, December 22, starting at 10 am, said after the session of the Collegium the President of the National Assembly of the Republic of Srpska Nedeljko Čubrilović.

For 21st  Special Session the following agenda is proposed:

 

  1. Draft Program of economic reforms of the Republic of Srpska for the period 2017-2019- under urgent procedure;

2. Proposal of the Republic Budget for 2017 - under urgent procedure;

3. Draft Law on Budget of the Republic of Srpska for 2017 - under urgent procedure

4. Proposal of the Law on Banks of the Republic of Srpska- under urgent procedure;

5. Bill amending the Law on Banking Agency of the Republic of Srpska - under urgent procedure;

6. Draft Law on Amendments to the Law on Profit Tax - on an expedited basis;

7. Draft Law on the Termination of the special contribution for solidarity - under urgent procedure;

8. Draft Law on the tax system of the Republic of Srpska;

9. Proposal of decision on long-term debt of the Republic of Srpska for 2017;

10. Proposal of Decision on short-term debt of the Republic of Srpska issue of treasury bills for the year 2017.

President Čubrilović expressed the hope that the Session will be concluded until Friday, December 23 in the evening.

He pointed out that the Collegium established a high degree of consensus on the Decision on amendments to the Rules of Procedure of the National Assembly of the Republic of Srpska, and that the debate on the draft text of the Code of Conduct for MPs will be conducted in the next few days.
President Čubrilović said that he expects the new Rules of Procedure and the Code of Conduct for MPs to be on the agenda of the first session of parliament in 2017.

The College today adopted amendments to the Rules of Procedure according to which the representatives of the parliamentary groups are no longer members of the Collegium, and the amendment according to which the quorum of Parliament needs the presence of one third of the total number of deputies or 28 deputies. Quorum for voting and quorum for the session remained the same - more than one-half of the total number of deputies.

These changes were adopted in accordance with the practice of parliaments in the region and the countries of the European Union.
