Collegium

 

The Collegium of the National Assembly is a special body of the National Assembly convened by the President of the National Assembly. The Collegium has a coordinating, consultative, and operational function in the work of the National Assembly. The Collegium meets in accordance with the Rules of Procedure.

The members of the Collegium of the National Assembly are: the President and Vice-Presidents of the National Assembly and the presidents of the parliamentary clubs (caucuses). The Secretary-General of the National Assembly also attends the session of the Collegium of the National Assembly, and upon the invitation of the President of the National Assembly, representatives of the Government, presidents of the working bodies of the National Assembly, employees of the Service of the National Assembly, and other participants may also attend the session.

The sessions of the Collegium are public. They are convened and chaired by the President of the National Assembly. Collegium sessions are convened and held before the convening, and if necessary, before and during the holding of every session of the National Assembly. Exceptionally, it can also be held by telephone. The initiative to convene a Collegium session can be submitted by any member of the Collegium of the National Assembly with a special explanation. At the request of a parliamentary club, the President of the National Assembly will convene a Collegium session no later than seven days from the date of the request.

 

The Collegium determines:

  • The harmonized proposal of the agenda, date, and duration of the National Assembly session;
  • The orientational work schedule of the National Assembly for a period of at least two months, which includes the days planned for the National Assembly sessions and the days planned for the sessions of the working bodies of the National Assembly;
  • The proposal for the number of seats in the working bodies, with a proposal for the presidents of the working bodies, that belong to individual parliamentary clubs, parliamentary groups, and deputies who are not part of the parliamentary clubs and parliamentary groups in the National Assembly;
  • The orientational schedule of permanent terms for the sessions of the permanent working bodies of the National Assembly;
  • The presence of announced guests at the assembly session and decides on their participation in its work.

The Collegium of the National Assembly considers questions and initiatives of deputies concerning the work of the National Assembly. The President of the National Assembly informs the deputies about the stances of the Collegium related to these questions and initiatives.

A session of the Collegium of the National Assembly can be held if it is attended by presidents of parliamentary clubs whose members represent more than half of all deputies in the National Assembly. If the session of the Collegium of the National Assembly is not held even after the second convening due to lack of quorum, and it concerns urgent matters, the decisions within the competence of the Collegium of the National Assembly are made by the President of the National Assembly.

In cases where the Collegium of the National Assembly makes decisions, the decision is enacted if the proposal is accepted by the presidents of the parliamentary clubs whose members represent more than half of all deputies in the National Assembly. The majority will of the Collegium of the National Assembly is confirmed by the President of the National Assembly.
