The National Assembly appoints the Secretary General of the National Assembly and their deputy upon the proposal of the President of the National Assembly. The proposal shall contain: the name and surname of the candidate, biography, justification, and written consent of the candidate.

 

 

The Secretary General of the National Assembly assists the President of the National Assembly in preparing and organizing the sessions of the National Assembly and performs other duties entrusted to them by the National Assembly and the President of the National Assembly. The Secretary General of the National Assembly manages the Service of the National Assembly. Regarding the rights, duties, and responsibilities of the employees arising from and based on their work in the National Assembly Service, the Secretary General of the National Assembly has the rights and duties of an official who manages an independent body of state administration. Upon the request of the Presidency of the National Assembly and the National Assembly, the Secretary General reports to the National Assembly and the Presidency on the work of its service. The Secretary General of the National Assembly is the authorizing officer (financial and material ordering officer) for the financial and material operations of the National Assembly and the National Assembly Service. The Secretary General of the National Assembly is responsible to the National Assembly and the Presidency of the National Assembly for their work and the work of the National Assembly Service. The Secretary General may have one or more assistants.

 

The function of the Secretary General of the National Assembly ceases before the expiry of the term for which they were appointed by resignation and dismissal. The Secretary General, or the Deputy Secretary General, may be dismissed before the expiry of the term for which they were appointed:

 

 

  • If they fail to comply with the regulations and general acts of the National Assembly or fail to execute the conclusions of the National Assembly, or act contrary to them;

  • If their work causes damage or if they neglect or improperly perform their duties.
